Pittsburgh, PA Bookkeeping Services — Local Taxes Nobody Warns You About
Last Updated: October 6, 2026Pennsylvania has the densest layer of local taxes in the country, and Pittsburgh sits in the middle of it. Beyond state tax there is local earned income tax levied by municipalities and school districts and collected by regional agencies, a Local Services Tax charged per worker by the municipality where the work is performed, and city-level business taxes on top. Employers withhold several of these, and the correct rate depends on where an employee lives and where they work — two facts that are rarely both recorded. Sales tax, by contrast, is 6% state with Allegheny County adding 1%.

Running the Numbers in Pittsburgh
Pittsburgh has rebuilt around healthcare and health systems, robotics and artificial intelligence, software, advanced manufacturing, and higher education, with finance and professional services alongside. The legacy industrial base still matters, but the tax profile most businesses face is now a services one.
The bookkeeping pattern is consistent across all of it: local tax complexity driven by geography. Allegheny County contains a very large number of separate municipalities and school districts, each able to set its own earned income tax rate, and a workforce that routinely lives in one and works in another. The data needed to get withholding right is a per-employee pair of facts, and most payroll systems hold neither reliably.
Pittsburgh Tax Cheat Sheet
| Item | Rate / Fee | Deadline |
|---|---|---|
| Local earned income tax (EIT) | Levied by municipalities and school districts at their own rates, generally collected by regional tax collectors. Withholding depends on residence and work location together | On the collector’s schedule |
| Local Services Tax (LST) | A per-worker tax charged by the municipality where the work is performed, withheld through payroll | On the municipality’s schedule |
| City of Pittsburgh business taxes | The city levies its own business taxes in addition to state and local earned income tax | On the city’s schedule |
| Sales and use tax | 6% state plus 1% Allegheny County — 7% in Pittsburgh | Monthly, quarterly or semi-annually, by assignment |
| Pennsylvania income tax | Flat-rate state personal income tax; corporate net income tax for C corporations | Annually, with estimated payments |

EIT Needs Two Facts Per Employee, Not One
Pennsylvania’s local earned income tax is set by municipalities and school districts, which means a very large number of distinct rates across a metro the size of Pittsburgh. Withholding depends on comparing the rate where the employee lives with the rate where they work, and remitting to the right collector.
Most payroll setups capture one of those facts properly and the other by assumption. An employee’s home address is usually on file because payroll needs it; their work municipality is often inferred from the employer’s office and never revisited — which hybrid working has made unreliable.
We record both as part of running payroll, keep each collector’s liability in its own account, and reconcile monthly against what was actually remitted. Which rate applies and to whom is a determination for your CPA or the collector; our job is that the facts exist. Payroll processing is $50 per run plus $10 per employee.
The Local Services Tax Is Per Head, Not Per Dollar
The Local Services Tax works differently from everything around it: it is charged per worker by the municipality where the work is performed, not as a percentage of pay. There are low-income exemptions, and the obligation follows work location rather than residence.
Because it is a flat per-head amount, it behaves unlike the rest of payroll in the ledger — it does not scale with wages, and a change in headcount or work location changes it in steps rather than smoothly. That makes it easy to leave on an old assumption.
It is also small enough per employee that nobody queries it, and therefore the item most likely to quietly accumulate an error across a workforce and across years. Keeping it in its own liability account reconciled monthly is the whole fix.
Seven Per Cent in the City, Six Outside It
Pennsylvania’s state sales tax is 6%, and Allegheny County adds 1%, so Pittsburgh is 7% while much of the surrounding state is 6%. Philadelphia adds 2%, making it 8%.
That is simple compared with Colorado or Missouri, but it still means a business selling across Pennsylvania has three possible rates depending on where the sale is sourced — and a system configured for one location will apply that rate to everything unless told otherwise.
Monthly reconciliation of tax collected against tax remitted catches it. With only three rates in play, any variance is usually easy to trace, which is an argument for doing the reconciliation rather than assuming a simple rate structure means a simple outcome.

Pittsburgh Bookkeeping FAQs
How does Pennsylvania local earned income tax withholding work?
It depends on both where the employee lives and where they work, since municipalities and school districts set their own rates and remittance goes to the relevant regional collector. That means two facts per employee, not one — and the work-location fact is the one most often assumed rather than recorded, particularly with hybrid arrangements.
What is the Local Services Tax?
A per-worker tax charged by the municipality where work is performed, withheld through payroll, with low-income exemptions. Unlike the earned income tax it is a flat amount per person rather than a percentage of pay, which makes it behave differently in the ledger and easy to leave on a stale assumption.
What sales tax rate applies in Pittsburgh?
7% — Pennsylvania’s 6% state rate plus Allegheny County’s 1%. Most of the rest of the state is 6%, and Philadelphia is 8%. A system configured for one location will apply that rate everywhere unless it is set up to source by destination.
Our Pittsburgh team went hybrid and we never changed payroll. Is that a problem?
Possibly, because both the earned income tax position and the Local Services Tax follow where work is performed. Whether anything is owed differently is a question for your CPA or the collector. What we can do is rebuild payroll records by period with work location so the actual position is establishable — catch-up is $75 per month behind, with no limit on how far back.
