Justworks Bookkeeping Services & PEO Invoice Reconciliation
Last Updated: October 19, 2026A PEO invoice is the single most frequently miscoded document in small-business bookkeeping. Justworks bills one consolidated amount that contains wages, employer taxes, employee withholdings, benefit premiums, workers’ compensation and the PEO’s own administrative fee — and because Justworks is the employer of record for tax purposes, the components do not appear where a bookkeeper expects them. Posting the invoice to one account overstates wages, hides every other cost, and makes employment cost impossible to benchmark.
One Invoice, Six Different Accounts
The reason PEO bookkeeping goes wrong is that the invoice is designed for payment, not for accounting. A single amount leaves your bank; six different things happened.
Gross wages are a wages expense. Employer payroll taxes are a payroll tax expense — a real and growing cost that disappears entirely if the invoice is coded as one line. Employee withholdings are inside the gross figure, not an additional cost, which is where double-counting creeps in. Benefit premiums split between employer contribution (expense) and employee contribution (deducted from pay, not an extra cost). Workers’ compensation is insurance. And the administrative fee is a professional or service cost, not employment cost at all.
Coded as one line, the business reports an inflated wages figure, no employer taxes, no insurance, and no visibility of what the PEO itself costs — which is the one number you would need to evaluate whether the arrangement is worth it.
The invoice detail supports the split. It is a matter of doing it consistently rather than of information being unavailable.
Where Justworks Books Go Wrong
The whole invoice to Payroll Expenses. The default, and the one that makes labour-cost percentage meaningless.
Double-counting withholdings. Employee tax withheld is part of gross pay, not an additional expense. Recording gross wages and the withholdings as separate costs overstates payroll substantially.
The admin fee buried. A PEO fee is often a percentage of payroll, so it grows as you hire. Inside payroll expense nobody ever sees it, and the decision to stay with a PEO never gets revisited on numbers.
Benefits not split. The employer share is a cost; the employee share is a deduction. Treating both as cost overstates benefit expense and understates net pay.
Multi-state employment ignored. Justworks handles multi-state registration, which makes hiring across state lines easy — and makes it easy to forget that the business now has activity in those states. That is a question for your CPA, and it depends on records showing where people actually work.
Core Justworks Bookkeeping Functions We Manage
Invoice decomposition. Every Justworks invoice split into wages, employer taxes, benefits by share, workers’ compensation and administrative fee, consistently, every period.
Department and location allocation. Employment cost allocated where you need it — by department, project or location — so gross margin by activity includes labour.
PEO fee tracking. The administrative fee in its own account so its growth is visible and the arrangement can be evaluated.
Benefit reconciliation. Employer and employee shares separated and reconciled to enrolment, so a leaver who is still being billed for gets noticed.
Work-location records. Where staff actually work, tracked, so multi-state questions can be answered from records rather than recollection.
Month-end close. Accruals for periods spanning month end, so employment cost lands in the month the work happened.
Why Outsource Your Justworks Bookkeeping to Maxim Liberty?
You get a dedicated bookkeeper who learns your Justworks setup once and keeps it right every month — not a rotating queue. Plans start at $75/month for 5 hours, with additional hours at $15/hour; CPA firms and accounting practices get our wholesale rate of $10/hour. Every engagement is backed by a 100% money-back guarantee on your 1st retainer, refundable on the unused balance, so you can test us with little to no risk.
We are a bookkeeping company, not a CPA firm, and we say so plainly. We are US-registered with delivery centers in India, which we disclose on our About page — founded in Vienna, Virginia in 2005 and headquartered in San Juan, Puerto Rico today. Your books come back tax-ready for whoever prepares your return, and we work alongside your CPA rather than claiming to replace them.
Frequently Asked Questions About Justworks Bookkeeping
Can I just code the Justworks invoice to payroll expense?
You can, and it is the commonest error we fix. The invoice contains wages, employer taxes, employee withholdings, benefit premiums, workers compensation and the PEO fee — and one of those is not an additional cost at all. Coded as one line, wages are overstated, employer taxes and insurance disappear, and the PEO fee becomes invisible.
Why does coding it as one line overstate wages?
Because employee withholdings are already inside gross pay. If gross wages and the withheld taxes are both recorded as costs, payroll is counted twice for that portion. The invoice is laid out for payment rather than for accounting, which is why the split has to be deliberate.
Where should the Justworks administrative fee go?
In its own account — professional fees or a service account — not inside payroll expense. PEO fees are often a percentage of payroll, so they grow as you hire. Buried in payroll, nobody sees that growth and the decision to stay with a PEO never gets tested against the numbers.
How are benefits handled?
Split by who pays. The employer contribution is a benefits expense; the employee contribution is a deduction from pay rather than an extra cost. Treating both as cost overstates benefit expense and understates net pay. We also reconcile to enrolment, which is how a leaver still being billed for gets noticed.
Does using a PEO affect multi-state obligations?
It makes hiring across state lines administratively easy, which makes it easy to overlook that the business now has activity in those states. Whether that creates obligations is a question for your CPA — what we do is keep records of where people actually work so the question can be answered from evidence.
